This document allows foreigners to legally cross borders, travel, and serves as an identity document.<\/p>\n\n<p>Information regarding the Polish Travel Document are defined in Articles 252\u2013254 of the Act on Foreigners<sup data-fn=\"c4cf9bb9-7e51-4ba8-934b-3c6454ba55d4\" class=\"fn\"><a id=\"c4cf9bb9-7e51-4ba8-934b-3c6454ba55d4-link\" href=\"#c4cf9bb9-7e51-4ba8-934b-3c6454ba55d4\">1<\/a><\/sup>.<\/p>\n\n<h2 class=\"wp-block-heading\">Who can receive the Polish Travel Document?<\/h2>\n\n<p>To receive the Polish Travel Document, three conditions must be met:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>The stay in Poland must fall into one of the categories listed below;<\/li>\n\n\n\n<li>The original travel document (passport) has been destroyed, lost (misplaced\/stolen), or the foreigner never possessed a passport.<\/li>\n\n\n\n<li>The foreigner is unable to obtain a new passport in their country of origin or at their embassy.<\/li>\n<\/ol>\n\n<h2 class=\"wp-block-heading\">Types of residence entitling holders to receive a PDP<\/h2>\n\n<p>According to Article 252 of the Act on Foreigners, the possibility of obtaining a PDP is reserved only for foreigners who have been granted:<\/p>\n\n<ol class=\"wp-block-list\">\n<li>A permanent residence permit.<\/li>\n\n\n\n<li>A residence permit for an EU long-term resident.<\/li>\n\n\n\n<li>A temporary residence permit for humanitarian reasons (which may be granted only to citizens of Belarus).<\/li>\n\n\n\n<li>Subsidiary protection.<\/li>\n\n\n\n<li>Permission to stay on humanitarian grounds.<\/li>\n<\/ol>\n\n<h2 class=\"wp-block-heading\">Exception \u2014 citizens of Belarus<\/h2>\n\n<p>Additionally, Article 252a allows a person holding a temporary residence permit (regardless of the basis on which it was granted) who holds the citizenship of a country specified by a regulation of the Minister of Interior to obtain a PDP. To date, only one such regulation<sup data-fn=\"1c0cf176-3f96-4c18-a37e-f9b6a70382b8\" class=\"fn\"><a id=\"1c0cf176-3f96-4c18-a37e-f9b6a70382b8-link\" href=\"#1c0cf176-3f96-4c18-a37e-f9b6a70382b8\">2<\/a><\/sup> and an extension<sup data-fn=\"a2a64d28-f1c9-427c-aea7-40e7343982cb\" class=\"fn\"><a id=\"a2a64d28-f1c9-427c-aea7-40e7343982cb-link\" href=\"#a2a64d28-f1c9-427c-aea7-40e7343982cb\">3<\/a><\/sup> have been issued, which allow citizens of the Republic of Belarus to obtain a PDP provided the application is submitted by 30 June 2024. For Belarusian citizens, another extension of the regulation&#8217;s validity can be expected.<\/p>\n\n<h2 class=\"wp-block-heading\">Can a citizen of Ukraine obtain a Polish Travel Document?<\/h2>\n\n<p>Currently in Poland, a Ukrainian citizen is subject to the general regulations, so the possibility of obtaining a PDP depends on the foreigner&#8217;s residence status. In most cases, holding <strong>subsidiary protection<\/strong> is required. Ukrainian citizens staying in the territory of the Republic of Poland under the special war law<sup data-fn=\"50c4b4de-a466-4237-87a0-7c0ffd128a68\" class=\"fn\"><a id=\"50c4b4de-a466-4237-87a0-7c0ffd128a68-link\" href=\"#50c4b4de-a466-4237-87a0-7c0ffd128a68\">4<\/a><\/sup> and holding a residence card issued for work, studies, family reunification or other circumstances \u2014 <strong>do not have the possibility to apply for a Polish Travel Document<\/strong>.<\/p>\n\n<p><a href=\"https:\/\/pcr-legal.pl\/en\/contact\/\">Do you have questions or is something unclear? We recommend always verifying whether a given country recognizes this document as a valid travel document.<\/p>\n\n<p>Within the Schengen area, acceptance of the document is governed by the implementing Convention of the Schengen Agreement. Despite the document&#8217;s legal recognition, problems may arise, for example at airports where staff may be unfamiliar with this type of document.<\/p>\n\n<h2 class=\"wp-block-heading\">How to submit an application?<\/h2>\n\n<p>The application should be submitted to the Voivodeship Office corresponding to the foreigner&#8217;s place of residence. The application must clearly describe the foreigner&#8217;s personal circumstances that prevent them from obtaining a passport in their country of origin or at their country&#8217;s embassy.<\/p>\n\n<h4 class=\"wp-block-heading\">Steps to submit the application:<\/h4>\n\n<ol class=\"wp-block-list\">\n<li>Fill in the <a href=\"https:\/\/migrant.poznan.uw.gov.pl\/pl\/system\/files\/pliki\/nowy_wzor_formularza_wydania_dok_0.pdf\" target=\"_blank\" rel=\"noopener\">PDP application form<\/a>.<\/li>\n\n\n\n<li>Pay the stamp duty to the Voivodeship Office&#8217;s account.<\/li>\n\n\n\n<li>Attach to the application:\n<ul class=\"wp-block-list\">\n<li>2 recent photographs,<\/li>\n\n\n\n<li>a photocopy of the previous travel document or another identity document,<\/li>\n\n\n\n<li>documents confirming the impossibility of obtaining a travel document in the country of origin,<\/li>\n\n\n\n<li>confirmation of payment of the stamp duty,<\/li>\n\n\n\n<li>a copy of the decision granting a residence permit in Poland.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Submit the application in person at the Voivodeship Office or send it by mail.<\/li>\n<\/ol>\n\n<p><a href=\"https:\/\/pcr-legal.pl\/en\/contact\/\">Need help with the application? Refugee status is granted only in exceptional cases by the Head of the Office for Foreigners. The validity period of such a document is 2 years.<\/p>\n\n<p>Refugee status is not the same as temporary protection. It is issued by the Border Guard or by the Head of the Office for Foreigners.<\/p>\n\n<p>The document is valid only for the period during which the application for international protection is being processed, during which the foreigner is obliged to deposit their original passport.<\/p>\n\n<p>It is important to understand that the Temporary Certificate of Identity for a Foreigner does not replace a passport or any other travel document.
