The basics

CUKR: from temporary protection to temporary residence

CUKR is a residence card bearing the annotation ‘Previously a holder of temporary protection’. Before choosing this route, we check the eligibility criteria and the consequences of ending temporary protection.

A 3-year card under the main procedure

Under the main procedure, the CUKR card is issued for 3 years. Under the special route for a child, its validity is tied to the mother’s card and may be shorter.

Work and business activity

The permit allows you to work in Poland without an additional work permit and to run a business on the same terms as Polish citizens.

Your status changes when you collect the card

On the day you collect the card, temporary protection is replaced by a temporary residence permit. We consider your UKR history, family circumstances, pending proceedings and the effect on any benefits you receive.

Who can apply

Which CUKR eligibility criteria do we check?

We assist eligible Ukrainian citizens and certain members of their families who benefit from temporary protection in Poland. Under the main procedure, the following must be checked:

UKR status on 4 June 2025

We check whether you held UKR status on the required date.

Current UKR status

You must hold UKR status on the application date and retain it until the card is issued.

At least 365 consecutive days

We verify that you have held UKR status continuously for at least 365 days. Having a PESEL number alone does not mean your UKR status is active.

Details and other requirements

We check that the required register details are complete and review the other statutory conditions. If you have travelled abroad, lost UKR status or had it granted again, we first establish the history of the register entries.

Scope of assistance

What assistance is included for PLN 600?

The basic price covers one person. We confirm the scope and price before starting work.

CUKR eligibility assessment

We review information about UKR status, travel and previous proceedings. We explain what needs to be clarified before preparing the form.

PESEL details and passport

We compare the details you share with us against your current travel document. We check given names, surname, date of birth, nationality, and the passport series, number and expiry date. If there is a mismatch, we explain what to report to the municipal office.

MOS form and attachments

We help fill in the form, check the details and prepare a digital photograph and payment confirmations to attach. We distinguish the details required for the application from documents needed to clarify your circumstances.

Signing, submission and follow-up

We explain how to sign and submit the form and save the official acknowledgement of receipt (UPO). You use your own login and electronic signature yourself. A child’s application is signed by an authorised representative. We also help with routine clarifications and additional information relating to the form we prepared.

Before applying

What should you clarify before submitting a CUKR application?

A mismatch in a register or a pending residence case may require action before the form is prepared.

A typo in the passport number

A real example from our work: during one check, we found a typo in the passport number recorded in the PESEL register. That is why we compare the entry with the document character by character. This helps identify a mismatch before preparing the form and establish what needs to be clarified at the municipal office.

PESEL assigned on the basis of a declaration

The deadline for confirming identity with a valid travel document was 31 August 2026. Failure to meet this requirement results in UKR being changed to NUE from 1 September. The status must first be clarified at the municipal office. Details and the separate rules under Article 26 are in the FAQ.

A pending temporary residence case

Review it before submitting a CUKR application. Applying for CUKR under the main procedure discontinues, by operation of law, any earlier unfinished temporary residence proceedings, including temporary residence and work proceedings. Before changing routes, we therefore review your circumstances and compare the requirements of both procedures.

Process

How do we work together?

First, we learn about your circumstances, then check the details and prepare the form. You review its contents before submission.

1

Tell us about your situation

Tell us how many people need assistance, whether you have UKR status and whether a residence case is already in progress.

2

We check eligibility and details

We compare the information you provide with your documents. If anything needs clarification at the municipal office, we explain the step required before applying.

3

We prepare the form

We help organise the details and attachments, including the representative’s documents in a child’s case.

4

You sign and submit through MOS

You check the application before submitting it. We help you through this stage and explain how to save the official acknowledgement of receipt (UPO).

Preparation

What should you prepare before we start?

You can check and download your own or your child’s details using the Gov.pl service ‘Check your details in the PESEL register’. Compare them with the current passport.

Valid passport and PESEL details

Prepare your current, valid passport and the PESEL register details, which you can check or download online.

UKR history and residence cases

We will need information about your UKR status history, relevant trips abroad and any previous residence case.

Documents for a child’s application

Prepare the child’s and representative’s details, along with an official copy of the birth certificate or a ruling concerning custody, as required by the competent office.

Photo, fees and electronic signature

The standard MOS attachments are a current digital photograph and confirmations of the PLN 340 and PLN 100 payments. For a child’s application, the Pomeranian Voivodeship Office, in its CUKR section, also lists a document confirming the representative’s authority. The rules for certification, delivery and any translation of a foreign civil status document must also be checked.

Prices

CUKR card assistance: prices

Basic PCR assistance with a CUKR application for one personPLN 600, including VAT

Applying together?

If your family or a group needs assistance, tell us how many people are applying. We may offer a lower service price per person. We check CUKR eligibility and documents for each person separately. A lower price for our assistance does not reduce official fees.

The PLN 600 price, including VAT, does not cover setting up or confirming a trusted profile, official fees, taking a photograph, translations or other external costs. A UKR status dispute, extensive data corrections or an appeal require a separate quote. We confirm the scope and price before starting work.

FAQ

Frequently asked questions about CUKR assistance

Read about signing the application, children’s cases, deadlines and the consequences of travelling abroad.

Can I apply on my own?

Yes. Access to MOS is free, and using PCR’s assistance is optional. Our service includes checking the details you provide and helping you prepare the application.

Do I need a trusted profile?

The application must be signed electronically. For an adult’s own application, the law provides for a trusted signature or a qualified electronic signature. For an application filed by an authorised representative, a personal signature using a Polish electronic ID card is also allowed. The PLN 600 price does not include assistance with setting up or confirming a trusted profile.

Do I need to share my password or login codes with you?

No. You log in through login.gov.pl and sign the form yourself. We can help prepare the details and explain the next steps without taking over your login.

Do you help with children’s applications?

Yes. We first check which route applies to the child. The application is signed by an authorised representative, such as a parent. The child does not need their own trusted profile for this step. The child’s signature required in the register from the age of 12 serves a different purpose.

Do I need a job or a B1 certificate?

Employment and a B1 certificate are not requirements for CUKR. However, you must meet the conditions of this specific procedure. If you already hold a standard temporary residence permit, we check how it affects your UKR status and eligibility for CUKR.

Is a correct PESEL extract enough to obtain the card?

No. The extract helps check your personal details and travel document, but MOS also uses other required data and registers. The statutory conditions must be met, and the voivode decides the case.

How long does the process take and what is the application deadline?

The current application deadline is 4 March 2027. The law allows 180 days to issue the card or refuse it, counted from submission of an application meeting the data and signature requirements. This does not guarantee a specific collection date. Once the office makes information about collection available, the card must be collected within 60 days.

Does the extension of protection to 2028 change the CUKR deadline?

It does not change the current statutory deadline. Temporary protection has been extended to 4 March 2028, while the current CUKR application deadline is 4 March 2027. These are different dates. Extending protection does not remove individual grounds for losing it.

Can I leave Poland after submitting a CUKR application?

Until you collect the card, you continue to benefit from temporary protection. A trip lasting more than 30 days causes that protection to expire and may prevent the CUKR card from being issued. After you collect the card, a trip lasting at least 6 months is grounds for revoking the permit. This means one trip, not the sum of shorter trips.

Can you help if I live outside Gdańsk?

Yes. We can discuss the details and form preparation remotely. If details need to be completed at the municipal office or the card collected at the voivodeship office, that step still requires the participation of the person specified by law.

What if PESEL UKR was assigned on the basis of a declaration?

We also check identity confirmation. If PESEL UKR was assigned on the basis of a declaration, the deadline for presenting a valid travel document was 31 August 2026. Failure to meet this requirement results in UKR being changed to NUE from 1 September and the loss of temporary protection. In this situation, the status must first be clarified at the municipal office. Updating the passport number alone does not guarantee restoration of UKR. Articles 25 and 26 of the Act distinguish this group from people subject to other identity confirmation rules.

Which conditions do you check for a child’s application?

We assess separately the situation of a child who arrived from Ukraine and a child born in Poland. The special route under Article 42d concerns a child born in Poland to a mother benefiting from temporary protection. We check the basis of the child’s legal stay, their UKR status on the application date and whether the mother has previously been issued a CUKR card under the main procedure. The child’s card validity is then tied to the mother’s card, so it may be shorter than 3 years.
